Full-time position available with KCMO’s Public Works Department, Transit Operations-Streetcar Division, 414 East 12th St. Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.; flexible work schedule with on-call hours. Will be filled as a Senior Analyst OR Area Superintendent OR Registered Engineer. Some field work and travel may be required for training purposes. Coordinates with City departments, regulatory agencies, and contracted transit service providers to ensure compliance with local, state, federal regulations. Establishes plans, procedures, performance standards for the safe, reliable operation of the streetcar system. Routinely interacts with staff of HTSI (the operations and maintenance contractor), KC Streetcar Authority, KCATA, regulatory agencies, including FTA, DHS/TSA and MODOT SSO, in the oversight of transit operations. Serves as the safety and security auditor, transit asset manager, liaison with MO One Call System. Will be the point of contact for event investigations and program environmental liaison. Engages in financial management/analysis, process improvements research/analysis, internal safety/security audits. Conducts studies and generates reports. Develops best practices per industry standards. Develops an asset management program. Coordinates contractor activities. Performs other related duties as needed. Senior Analyst REQUIRES an accredited Master's degree in public or business administration, urban or regional planning, economics, accounting, finance or a related field and 3 (OR an accredited Bachelor's degree in one of the aforementioned fields and 5) years of progressively responsible, professional experience in public or business administration, corporate or municipal finance, budget, research, accounting or a related field, including 2 years of experience at the City’s Analyst level. Area Superintendent Requires high school graduation and 5 years of progressively responsible experience in the construction or maintenance of public works programs, including 1 year at the level of the City’s General Supervisor; OR an accredited Associate’s degree in engineering or a related field and 3 years of progressively responsible engineering of public works maintenance and construction programs, including 1 year at the level of the City’s General Supervisor. Registered Engineer Requires professional engineer registration. Within 6 months of hire date, must be registered as a Professional Engineer with MO Board for Architects, Professional Engineers, Professional Land Surveyors, and Professional Landscape Architects. For this position, must pass a pre-employment drug screen and post-offer physical examination and as prescribed by the City. Must possess a valid state-issued driver’s license in accordance with City of KCMO policies. Preference given for experience in construction of rail transit systems, oversight of rail transit operations and/or rail transit vehicle and passenger equipment maintenance. Knowledge of relevant FTA and/or FRA regulations and APTA standards helpful. Salary Ranges: Senior Analyst-$4,945-$8,833/month; Area Superintendent-$4,230-$7,534/month; Registered Engineer-$4,531-$7,534/month. Applications accepted until position filled.
