This is a newly created position for the DRC so this individual will have tremendous opportunity to define the position from its start. The DRC is a stable and growing organization and is committed to its employees. The DRC currently has a workforce of 31 full time employees and over 340 part time employees over the year. This position will work with lots of young people and folks of all ages in a variety of settings. DRC is always a dynamic environment with something new going in every week.

As the Assistant Director of Administration, you will join a team that is dedicated to positively impacting the community through serving others. 

The Administration Department at the DRC consists of accounting, human resources, IT, Marketing, policy design, contract management and other areas as needed. The Assistant Director of Administration (ADOA) will be the primary Administrator responsible for Human Resource Services at the DRC. The ADOA is responsible for recruiting and onboarding processes for new employees. The ADOA will ensure compliance with all applicable State and Federal employment law and advise management on best HR policies and practices. The ADOA will lead efforts to educate and inform staff on organizational issues and promote a positive culture. The ADOA will ensure employee benefit programs are executed properly and trouble shoot any issues with employees. ADOA will lead in investigation of any allegations of violation of state or federal law of employee rights. Will investigate, report and make recommendations for proper action in significant disciplinary issues. 

 What Winning as the Assistant Director of Administration Looks Like:

  • Manage and oversee an effective employee recruitment, selection and post selection process ensuring compliance with federal and state law.
  • Oversee new employee orientation. Maintain current and accurate employee personnel files and other information. 
  • Ensure all employees are enrolled in applicable benefit programs, uploaded to DRC payroll system etc. Process enrollments, changes, and terminations of benefits. Serve as employee contact for day to day issues and questions.   
  • Manage and oversee organizational development for the organization including training and education. Develop materials and media to effectively and routinely communicate with employees throughout the organization.  
  • Assist DOA in managing and administering an effective employee benefits program and regularly evaluate and make recommendations for enhancement. 
  • Administer and maintain pay and classification plan, coordinate employee evaluation process and regularly update job descriptions. 
  • Conducts new employee background checks and audits yearly to ensure all existing staff have updated BG checks updated within three year organizational standard.  
  • Provide professional recommendations to DRC staff regarding human resource issues, policies and practices. 
  • Maintain the DRC Personnel Policy Manual. Review DRC procedures, Commission policies and recommend or implement revisions to ensure safety, effectiveness and compliance.   
  • Create and maintain employee handbook for full and part time personnel.   
  • Ensure compliance with applicable federal and state employment laws, including title VII, ADA, ADAA, FMLA, FLSA, ADEA, workers compensation, COBRA, HIPAA etc. 
  • Assists as time allows, in other areas of the Admin Department including budget monitoring and maintenance, contractual arrangements, marketing, IT Department and other special projects. 

Qualifications

Should have experience in workforce development and human resource management. Must be a well-organized self-starter with excellent computer and customer service skills. Must have excellent communication, presentation, and interpersonal skills. Experience managing projects, including developing timelines and facilitating meetings. Should be computer literate with knowledge in basic Microsoft products. Will at times require work on evenings and weekends. Must be able to pass a criminal background check.

Special Requirements

Essential Job Requirements:

EDUCATION: Degree in Public Administration, Business Administration, Human Resources and or other degree with significant HR experience. PHR, SPHR, SHRM-CP or SHRM-SCP preferred.

EXPERIENCE: 2-5 years progressive Administration and Human Resource experience required.

PHYSICAL REQUIREMENTS: Consistent with the demands of an office environment.
