About the Department:

The Center’s primary objective is to serve as an academic hub for thought leadership and for the emergence of novel solutions to support the Homeland Security Enterprise in its efforts to effectively predict, detect, identify, monitor, track, disrupt, thwart, and ultimately dismantle Transnational Criminal Organizations (TCOs) and other illicit actors. The Center is part of the Office of Research, Innovation, and Economic Impact and is funded in part by a DHS multi-year, multi-fund grant.

About the Position:

The CINA Transition and Impact Manager is responsible for supporting the CINA Deputy Director in transitioning CINA research projects to operational integration at DHS, as well as licensing, commercialization, publication, and other dissemination of research project output. The CINA Transition and Impact Manager directly engages with project teams to understand project status and capabilities; prepares reports for the center leadership and the funding agency; supports coordination efforts among research teams and transition stakeholders and partners, and provides broad coordination support across other Center operations that relate to transition of research portfolio products. This position is essential in maintaining long-range program success and center viability.

Responsibilities:

• Works with CINA Project Managers to identify and support potential transition and dissemination paths for project outcomes (trainings, knowledge products, or tools/technology/software products) and coordinates with Center leadership and other relevant groups (university tech transfer, federal stakeholders, industry partners) to support transition of CINA research to operational integration, licensing, commercialization, and/or tech transfer;
• Attends project team meetings as needed and remains current on the CINA research portfolio status and capabilities;
• Leads meetings with potential transition stakeholders to assess needs and gaps, and map these to the CINA research portfolio;
• Leads meetings and interactions with the Transition Advisory Board;
• Works with project teams, stakeholders, and transition partners to scope, initiate, manage, track, and report project transition (integration, licensing, commercialization, and/or transfer) efforts;
• Identifies publications, conferences, workshops, and other venues suitable for sharing of research project output;
• Assists in the development of RFIs and corresponding events for the update of the Center’s research portfolio through the introduction of new research projects; and
• Directly supervises wage, student wage, GRA’s, and/or other support staff as necessary.

Required Qualifications:

• Master’s degree in a field closely related to the scope of CINA’s research, or in business administration, management, or public administration; or an equivalent combination of education and experience;
• Experience in a higher education, government, tech transfer/commercialization, or other research-oriented setting;
• Ability to communicate effectively and respectfully with a diverse audience of stakeholders and collaborators from various disciplines in academia, government, and industry;
• Ability to support and foster an environment that encourages teamwork, collaboration, and high-quality customer service; and
• Must be a U.S. citizen.

Preferred Qualifications:

• Experience working with DHS and/or federal law enforcement; and
• Demonstrated successful experience in technology capability transition and integration in US Government operations (3 or more years preferred).
